The Role 

The position of Manager Communications and Design reports directly to the Chief Executive Officer and is responsible for managing the Communications and Design team.  

Communications and Design is a key area of the City of Ballarat’s operations and has a high profile. The position involves working with staff across the entire organisation and is pivotal to the success of Council as a public entity.    

The position is responsible for the formulation and delivery of Council and the organisation’s communications, design and messaging activities. In conjunction with client groups across the organisation, the position will develop proactive communication campaigns for major projects, services, initiatives and decisions of the City of Ballarat and Council.  

The role will be accountable for ensuring Councillors and Council initiatives, activities, events and programs are proactively communicated to the community and other stakeholders in a positive light. This will involve pro-active media relations, building and maintaining stakeholder relations, responding to media enquiries and activities.  


About You 

We are seeking a highly motivated and professional leader who has experience in managing and leading teams in a diverse communications environment. The preferred candidate will have excellent oral and written communication skills and demonstrated experience and ability in developing and maintaining relationships with multiple stakeholders. 

Key Selection Criteria  

  • Substantial experience in managing and leading teams in a diverse communications environment with the ability to apply contemporary and appropriate development approaches and to manage, lead and sustain a high performing team. 
  • Excellent communication skills including high level competency in formulating and delivering communications campaigns and strategies.  
  • Ability to independently anticipate and identify problems and resolve complex issues, interpreting and providing strategic advice and issue assessments.  
  • Qualifications in Communications/Public Relations.    
  • Excellent oral and written communication skills to prepare media and communications. content, including emergency management communications and advertising campaigns.  
  • Ability to develop relationships with multiple stakeholders.  
  • Experience working in a high-pressure environment and managing competing priorities and tight timeframes.   
  • Local government experience, including knowledge and understanding of the economic, political and social issues relating to the environment.
